In Mooshu at "N. Level" 23

I'm a bit confused about the nautical levels required for all the equipment for the Mooshu Skiffs. There are minimum level requirements of "N. Level" 26-28, but I'm only near the end of "N. Level" 23. Is it normal for you to enter Mooshu at "N. Level" 23, or do I need to start trying to nautically level up on purpose?

Hi! You might want to go back through your side quests and see which ones award nautical experience or, as you suggest, sink a few ships and raise your nautical level a bit. It is possible to enter Mooshu with a low Nautical Level if you've mostly been sticking to the main story quests. In the upcoming update to the game, we'll be adding a bit more nautical experience for combat. Read more about it here under the heading "Ships."
