You an only get Zeena when you reach level 65. Go to where the satyrs are (in achea) then take a right. There should be a guy asking for help with the aqueduct, so his quests, then eventually you will get the quest for Zeena.

Achaea. You will start with Frontinius(sp?) Follow his storyline through, Zeena will join you. He is right beside the Satyr there btw.

Go to Achea and you'll see a Eagle named Frontinus. From there do all his quests then on the very last quest you'll get Zeena!
