All (well almost) of the Elite Armada people are chess pieces?
Rooke: Rook (castle) (Buccaneer)
Bishop: Bishop (thing that goes diagonal) (witchdoctor)
Kane: King (privateer?)
Female?: Queen (most likely swashbuckler)

why aren't Deacon and Phule chess pieces post down and give us your thoughts.

Well chess pieces are based off of a monarchy so maybe we need to take it a step further back. You have all the members of a royal court. Every court has a Bishop for dealing with religious matters and of course every court has to have it's fool. I suspect Kane feels himself to be King of clockworks and has built his royal court of clockworks.
