While trying to complete Louis le Bisque's second promotion (Quest: Bigger Guns), I had trouble getting the grapple gun from Armada ships in Hamamitsu Skyway (of Mooshu). I sunk a number of Armada ships (like I am supposed to do in the quest) and spent close to forty minutes trying to do so, but it never happened. I am using my level 41 musketeer to do this and have had trouble with my level 65 buccaneer trying to complete a quest of this nature (that being sinking armada ships to get a quest item) as well.
