I don't have a answer for you yet, I just wanted to welcome you to the message boards Lawrence. Exeter promotes at 15th and 37th level. His second promotion makes him an otter Commander. Blind mew says that there will be more promotions for him in the future, so only KI employees know the answer to your question and they aren't telling yet.
