Reseting Storyline?

I've seen someone actually have the same level and companions and gear and stuff, but he were doing the main storyline at like the beginning of the game. I'll give proof (sorry, no links allowed per The Rules ~Dworgyn)
Does anyone know how this works?

If he had created his pirate a long time ago, before the update to the early content, he could have gotten the 3 rat ghost quests in Traitor's Cave on his high-level pirate. They were made available for all pirates to complete when they were added.
