Torch and Shield of Valor

I was told by the support team to put this on the message boards so I will keep this short.

How come we aren't allowed to transfer the Torch and Shield of Valor to different characters? I want to delete the character I put it on and start fresh, but I dont want to lose a technically rare item. (I just like to have rare stuff)
