I am wondering what level you fight Rooke. Keep in mind that I am 6-7 levels above average. Right now, I am trying to get the yellow wind stone at level 57.

It's not really a level thing. As you have proved, levels fluctuate widely depending on your quest choices and what you spend your time doing. You will meet Rooke at the end of Marleybone. I will be very much interested in the outcome of your encounter.
