How about a rowboat for a ride?

Our pirate would sit in the back and be rowed around by another pirate. The rowboat could have wheels on the bottom since we would be on land. This would be a jump off from the rickshaw in Wizard101.

For a 2 person mount, I can see something like that. Good idea. Maybe instead of rowing along the road though, the pirate that actually does the navigating would be pushing the boat along with a stick or something.
