Brother Owl - still a problem

Contacted KI about 4-5 days ago about being stuck with the Brother Owl quest, have finished everything leading to him but he is not spawning so I decided to finish my side quests while waiting to hear from KI.

Now I have finished everything I can do, have contacted them twice more and still not heard anything. So I guess I'll be off Pirates for a while until I can move on.

I know one of the update notes say that it was fixed but this is not so, not sure how many other players are having same problem.

KI are probably off for the Christmas break :)
