To Avernus and Beyond! quest problem

~I post this for my friend

My friend is having problems with the main questline, To Avernus in Beyond. You have to defeat 6 Monquistan ships (squadron/navy) and they are green for both of us. If they are green, then they're friendly and you can't attack them and vice versa. How could you complete this quest?
