"The Bushi Brothers" Mooshu Quest Still Bugged

I'm currently on "The Bushi Brothers" quest on the Paths of Penance at the Icy Docks in Mooshu and I can't ring the gong. I tried Googling the issue to see if there was a special requirement and found people posting about this bug as far back as 2013 but not recently.
