Soul Shroud talent don't work

I have the Death's Bargain eyepatch which give Rank 1 Soul Shroud. I know how Soul Shroud triggers, I get 50% low health and when I get hit by a melee attack it never activate. I've tried taking it off and putting it back on but it still doesn't work. If anyone could tell me when is wrong that would be appreciated
