Scouting Ahead Bug

Hello, there is a bug with the sidequest Scouting Ahead in Mooshu. I have finished the quest and when I came to reap my awards he wasn't there. The quest arrow says to go to him. When I do he is not there and I cannot coleect the rewards. I asked my friends to teleport, but they cannot see him either. Was this quest removed? Or bugged?
