Here are several places where Ratbeard was mute:
  • Khotan
  • Motherlode Mine
  • and I think in Dusty Arroyo Cave too

I do believe he means "Missing Voiceovers." We have several lines of voiceover going into the game for Ratbeard in an upcoming patch.
