Combat Orders in Battle

If you are in combat and press the Done button, anyone on your side that does not have orders shows as Pass over their icon in the lower, left corner of the screen. Unfortunately, this is too late to do anything about it. Why can't you see that some characters are going to Pass when you put your cursor over the Done button without pressing it? This might allow you to correct an inaction that you have over looked. Also, I think it was the original intention for showing Pass on the icons.
