It seems that during the above quest you cannot talk to Miss Owens in Hamamitsu, because she isn't there. So now I can't complete the quest.

Check the dock in the Subata Temple. She changes places once you pick her up.

I did a bit more research and found that you can accept Miss Owen's second quest to take her to Subata before you finish the first, making it so you cannot finish the first quest to talk to her in Hamamitsu. How can I get myself back on track and finish this quest?

It sounds like you need to send a request for help to customer service to get your quest unstuck.
