You are quite right. I didn't read that answer closely enough. Lo Pan is in the Temple of the West Wind via the Paths of Penance From the Icy Dock in the Subata Skyway. Here is a map with good labels for you to find him. He is quite near the Friar Sand Dock (Corrupted Shrine). As you leave that dock, head back towards the Subata Temple and turn left at the big snowy mountain right where the blue windlane curves to the right.
