Buffalo Bill bug

Buffalo Bill hardly comes up in battles, but since I started doing his promotion quest, he does a bad thing. His overwatch is a good thing to have but he uses it on his teammates, to include his captain. he also uses the overwatch when someone moves away from him. is any one else having these problems? I searched the topics and nothing comes up. help please.

no he only did this for the duration of his promotion.
