I didn't get the new tutorial tip about Avery

The new update added a new Tutorial Tip about returning to Captain Avery's office after clearing the quest, "The Great and Powerful Turtle" hasn't appeared to me, even after I cleared the quest, "That Darned Cat". Shouldn't all Pirates get it? I haven't... yet. Thanks!
