The Many Levels of El Toro

I have noticed that when you fight with El Toro with you, the first time he is level 19, the second is 24, and third is 20. Anyone else notice this?

yes I have noticed it as well when you get to Aquila hawkles is 63 to 62 to 63 then probably 66
