stuck in main storyline in CR

So yeah...
I am stuck in CR and can't get into the haunted skyway. what am I doing wrong?
do I need to do some quests in port regal first? if someone can please tell where or what quest will get me into the haunted skyway?! I appreciate any help.

Yes, you need to go to Port Regal first before the Haunted Skyway.
