Tumbleweed Skyway is largely based off of the gunfight at the O.K. Corral in Tombstone, Arizona. You will probably briefly go over it if you take APUSH. Actually, after reading the chapter Development of the West (Norton, A People and a Nation) I was able to figure out so many references in Cool Ranch.Another example of something I learned was Buffalo Bill's Wild West Show. The Bison you return the axe too is based of a real Native American called Sitting Bull. In the quest the Bison joins the show because he is embarrassed that he lost his axe. In the real world Sitting Bull surrendered to U.S. troops and then joined the show.

Here's one that might go two ways. Corporal Sanders.

1. There's a quest called "Saving Corporal Sanders". Possibly a reference to "Saving Private Ryan", but it's a stretch.

2. He likely takes reference from the English WWI corporal, Corporal Sanders, who was awarded the Victoria Cross. Unfortunately, I couldn't find much of a connection between the game version of Corporal Sanders, and the real life version of him.
