wont allow character in game

I cant get the character hasty victor jenkins in the game i always get an error message saying he is not allowed why is this

You need to contact Support and they will help you figure it all out!
Look at the top of the screen under Help and click "Contact Support".

Once there click the "contact us" tab at the top.

Choose the correct catagory and fill out the information as best as you can, explaining what happens.
Also include your Pirate101 username, but do not include your password.
