Why can't new pet items be placed on tables?

I really wanted to put my new bird cage on the table, but none of the new pet items seem able to be placed anywhere but open floor space. All of the smaller toys should also be able to be "tidied away" by placing them on table tops.

Could this be adjusted?

Book shelves, too. It would be nice to be able to do this.
