talents/powers that shake?

Sometimes in combat, its random, but a talent/ power... starts to shake? why does it do that?

This is simply to bring your attention to the power bar--no other reason. It's not recommending a particular power or anything like that. (On a side note, only.powers are found in the power bar. Talents are all passive benefits that do not appear there.)
