Ratfinks drops

When I was fighting ratfink over and over (lost my membership but bought that skyway ages ago) I noticed since I check my drops since I tend to sell them because I have good gear that I got lvl 20 to 25 stuff. He is a marlybone world boss and he should be dropping lvl 50 to 60 stuff. Any reason or if you farm him to much he gives low lvl gear?

he has lvl 25 people helping him I think so that's Is why he drops this low lvl gear
