Best gear for lvl 16 or lvl 20

so I am a swashbuckler who strictly solos the game and I am just beginning in cool ranch after taking a break from the game. What is the best PVE gear for me to use because currently I usually only wear whatever gives me the most base health. So can someone just tell me what hat, robes, boots, amulets, etc for me to get. Any means of getting it is ok by me.
