The Magnificent Seven's Promotion

Why do the Magnificent Seven have an actual quest to promote and not a gold fee? From what I can tell the story line companions (Exp. El Toro, Rat Beard, Old Scratch), play an important role to the story and have promotion quests. While others have a gold fee or can't be promoted. Are the Magnificent Seven story line characters now, because most story line companions talk threw out questing; and the Magnificent Seven don't say a word after Tumbleweed till there promotion.

Because everyone gets a Magnificent 7 companion, therefore we get a quest promo. Everyone gets RB, BA, OS, El Toro. We also get our starter companion, Kraken Skulls companion & Presidio companion and these also have promo quests.
The trend seems to be, if the companion comes from the main quest line and everyone receives him/her, then there will be a quest promo.

To nitpick, Jane Canary gets a promo, but Wild Bill Peacock does not.

so far as we know, but what if the next level promotion goes to Wild Bill?

Actually, whichever companion (Wild Bill or Jane Canary) reaches the promotion level first receives the quest and the other promotes for gold. The Dev. Team didn't want Privateers to have to go through 2 of the same Promotion quest. So if you get Wild Bill to level 60 first, it will be his quest and then Jane would promote for gold. Or get Jane to level 60 first then Bill will promote for gold
