Is Woodrow Caw bugged?

So from my understanding after you do the Lonesome Dove quest and the quests on Ogalalla Rock, Woodrow Caw should show up in the Tumble Weed Saloon, but He is not there. Do we have an official word if this guy is bugged?

Actually that would be Gus McCrane that isn't showing up in the Tumbleweed Saloon! Unfortunately, yes, obtaining the Chapter 9 side quest completion badge is currently not working for some players because of this issue, but we've got a fix planned for the next major update.

i found woodrow caw in tumble weed by the corral, by the docks but i am the only one who see him. why is that.
