The dialog says "I hear tell Grace O'Mally is flush with the stuff."

This is a very awkward phrase I think it was meant to say "I hear Grace O'Mally is Flush with the stuff."

"I hear tell" is just a colloquialism for "I have heard it said"

Good Point! But then shouldn't it read "I hear tell, that, Grace O'Mally..." ?

For proper English, yes you are correct but I suspect that these pirates are using a much less formal dialect as they chit chat with each other. It is sort of writer's license having characters use accents and local slang to keep the color in the dialog.
