Enemies going first?

So far on my adventures as a Swashbuckler I have come across three battles where the enemy has gone first at the beginning of combat:

1. MooShu: Sujumura Village, Bandit Cave Instance. The final fight with the Inoshishi Clanlord.

2. MooShu: Subata Skyway, Shadow Fortress Instance. The first fight with the Ninja Pigs.

3. Marleybone: Isle of Fetch, Landing Craft Instance. The fight with the Armada Dragoons, these guys got to use there Privateer power first.
