It is in the Bazaar. When facing the cashier, turn right and go into that room and to the wall on the right side. The doorway is there. It is not marked, of course, as it is a secret.

Have you gotten the quest from Mickey Dugan to talk to Dockmaster Dan? He'll lead you to the Black Market.

Did you get the quest from the pelican outside of Avery's office? Go talk to him to find the black market.

It's in the room to the right in the Bazaar. The Bazaar is next to Kraken Skulls Tavern. You'll know that you're in the black market when you see a giant squid.

You probably already have about 57 replies answering this question, but just in case: When you enter the bazaar, turn right immediately and go through that door in the other (essentially empty) room. Assuming you've already talked to Dockmaster Dan and got his apology scrip, you can get through.
