Where did the clockwork bosses come from?

This idea came to mind a few days ago. Where exactly did all of the clockwork bosses come from? We all know that Kane was the FIRST of the clockworks. It says in the puppet show where Avery tells us about them. But what about the other bosses, who or what built them? Were they originally built by whoever built Kane and the first batch of clockworks, and decide to assist Kane decided to rise up against Valencia, or did Kane build them all himself to have backup? Bishop could have been constructed to help inventors and scientists in their work. Deacon could have been built to spy on enemy worlds to recover hidden information during the war. Rooke could have been built to lead the fleets of ships. Phule, well, I'm honestly not sure what Phule was built for, he doesn't seem to be the leader of anything, in Kane's army but he was built for some reason.

These are just my thoughts. Where do you think the Armada bosses came from?
